HFC Phasedown Schedule

The HFC Phasedown Schedule is a federally mandated program that gradually reduces production and import of hydrofluorocarbon (HFC) refrigerants used in air conditioning and refrigeration systems. Established under the American Innovation and Manufacturing (AIM) Act, this schedule aims to limit ozone depletion and reduce greenhouse gas emissions from the HVAC industry.

Phasedown Timeline

The EPA’s HFC phasedown began in 2022 and reduces allowable production and imports by 10% annually through 2036. By 2036, allowable quantities must reach 15% of the 2011-2013 baseline. HFC-410A, the most common residential refrigerant, is being phased out in favor of lower-GWP alternatives like HFO-1234yf and HFO-1234ze. Manufacturers must transition production and equipment designs to comply with schedule milestones. Equipment manufactured before 2024 can continue using HFC-410A legally.

Industry Implications

HVAC contractors face refrigerant supply constraints and price volatility as phasedown accelerates. Technicians require EPA Section 608 certification and training on handling newer refrigerants with different properties and safety characteristics. New equipment installations increasingly utilize low-GWP refrigerants, requiring updated service tools and charging procedures. The schedule creates opportunities for equipment replacement cycles and technological advancement in refrigeration design.
