CEE Tier

CEE Tier is a classification system developed by the Consortium for Energy Efficiency that ranks HVAC and other products into multiple efficiency levels, with Tier 1 representing the highest performance. These tiers help utilities, contractors, and consumers identify products exceeding ENERGY STAR standards and guide rebate program incentives. Tier ratings provide more granular differentiation than simple certification.

Technical Details

CEE typically establishes three to four tiers per product category. For air conditioners, Tier 1 might require SEER2 ratings of 24 or higher, while Tier 2 requires 22 or higher. Each tier specifies exact efficiency thresholds, and products must be independently tested and verified. Tier requirements are updated periodically as technology improves, generally becoming more stringent every 2-3 years.

Applications in Incentive Programs

Utility companies use CEE Tier classifications to structure rebate programs, offering higher incentives for Tier 1 equipment. This incentive structure encourages consumers to select the most efficient available options. CEE Tier information appears on technical specification sheets and helps contractors match equipment to rebate eligibility requirements. Many commercial building performance standards now reference CEE Tiers for minimum efficiency compliance.
