F Gas Regulation

The F Gas Regulation is the European Union’s framework for managing fluorinated greenhouse gases, including hydrofluorocarbons (HFCs), hydrofluoroolefins (HFOs), and hydrofluoronitriles (HFNs), setting strict limits on emissions and phase-down requirements. It applies to manufacturers, distributors, installers, and service technicians across EU member states.

Technical Requirements

The regulation sets declining quotas on HFC production and use, with an 80% phase-down target by 2030 from baseline levels. Systems containing more than 5 kg refrigerant must have quarterly leak checks; larger systems require monthly inspections. Only certified technicians may handle fluorinated gases, and all work must be documented in service records.

Equipment and System Obligations

Manufacturers cannot place new equipment containing high-GWP refrigerants (above 2,500) on the EU market after specific dates. HVAC systems must use lower-GWP alternatives. Existing compliant units can operate throughout their useful life, but replacements must follow the regulation’s stringent environmental standards.

Enforcement and Penalties

EU member states enforce compliance through national authorities. Non-compliance results in substantial fines ranging from thousands to millions of euros depending on violation severity. HVAC contractors operating in Europe must maintain detailed records, employ certified personnel, and stay current with evolving refrigerant classifications and restrictions.
