HEEHRA stands for Home Energy Efficiency Retrofit and Rebate Act, a legislative framework authorizing federal funding for comprehensive home energy efficiency improvements including HVAC upgrades, insulation, and electrification. This program consolidates multiple energy efficiency incentives into a coordinated state-administered rebate system.

Program Components

HEEHRA funding supports retrofit projects that improve whole-home energy performance. The program caps rebates at $4,000 per single-family home upgrade or $8,000 for comprehensive retrofits addressing multiple systems. Participating states use Energy Trust of Oregon and similar administering bodies to manage applications and contractor verification.

Comprehensive Upgrade Focus

Unlike single-system rebates, HEEHRA encourages integrated improvements combining HVAC replacement with air sealing, ventilation upgrades, and water heating electrification. This approach achieves energy savings of 20 to 30 percent when systems work together, compared to 15 percent for isolated upgrades.

Implementation Timeline

The program operates on a state-by-state basis with enrollment periods typically extending 12 to 24 months. Homeowners must hire Department of Energy-certified energy auditors and use qualified contractors for installation to maintain rebate eligibility.
